Mastercard Pioneers AI-Driven Payments and Enhances Financial Institution Control

Driven by the global wave of digital transformation and artificial intelligence (AI), the payments industry is undergoing profound changes. As a global leader in payments, Mastercard is adopting a dual strategy: on one hand, actively building a future-oriented AI-driven payment infrastructure—namely Agentic Commerce; on the other, empowering financial institutions with real-time control over transaction authorization decisions through innovative solutions. This forward-looking yet pragmatic approach aims to collectively shape a smarter, more secure, more efficient, and trustworthy payment ecosystem.

Mastercard is collaborating with global leaders in AI and commerce to build the future of AI shopping, aiming to make secure agentic transactions accessible and scalable worldwide. Key partners include Stripe, Google, and Antom (under Ant International).

One of Mastercard's core initiatives is the launch of the Mastercard Agent Pay program. This program plans to roll out the agentic commerce experience to all Mastercard cardholders in the United States before the Holiday Season 2025, with subsequent global expansion. Mastercard cardholders at Citi and U.S. Bank will be among the first to experience AI-powered shopping. This move underscores Mastercard's commitment to establishing smarter, more secure, and trustworthy transaction standards and infrastructure for AI agents to make payments on behalf of users.

To accelerate the adoption of Agentic Commerce, Mastercard has introduced a suite of new tools and support services:

  • Agent Toolkit: Available on the Mastercard Developers platform, this toolkit enables AI assistants and agent tools to seamlessly access and interpret Mastercard's API documentation via the Model Context Protocol server. It supports integration with leading AI platforms such as Claude, Cursor, and GitHub Copilot, significantly enhancing the discoverability and ease of integration of Mastercard APIs within agent workflows.
  • Agent Sign-Up: Provides a straightforward pathway for users of the Agent Toolkit to identify their agents and access AI-powered Mastercard products and services.
  • Insight Tokens: These offer a secure and controlled method for agents to access and apply licensed insights from Mastercard. As agentic commerce matures, Insight Tokens will provide more personalized and useful experiences and information, with user consent. This technology builds on Mastercard's existing capabilities and is already supported by B2B partners like SAP Concur.
  • Agentic Consulting Services: Offers expert support designed to assist issuers, acquirers, merchants, and AI enablers in designing intelligent shopping experiences and accelerating their go-to-market.

In terms of industry standards, Mastercard is leveraging its expertise in shaping global interoperable digital payment standards to define how payments will function in agentic environments. For instance, Mastercard possesses extensive experience in standard-setting for areas like contactless payments and tokenization. Currently, Mastercard is collaborating with the FIDO Alliance and its Payments Working Group to develop a verifiable credential standard. This standard will confirm payment details such as amount, merchant, and product, ensuring all parties in a transaction are confident that the transaction has been approved by the shopper, thereby laying a more secure, seamless, and trustworthy foundation for agentic payments.

Mastercard Chief Services Officer Craig Vosburg emphasized: "AI-powered payments are not just a trend, but a transformation. Payments must be a native component of the agentic experience. We are building the infrastructure for a new generation of intelligent transactions, where consumers and developers can authorize AI agents to act on their behalf, ensuring trust, transparency, and precision." Chief Product Officer Jorn Lambert added: "We are collaborating with partners across the ecosystem to build the standards and tools that will define agentic commerce. We are committed to providing a trusted environment for AI-powered payments to scale globally." These statements highlight Mastercard's forward-looking strategic vision and determination in the field of AI payments.

Empowering Financial Institutions: Enhancing Transaction Authorization Decision Capabilities

While actively planning for future AI payments, Mastercard also continues to strengthen the efficiency and security of the existing payment ecosystem. At the global RiskX summit held in Rome on September 9, 2025, Mastercard unveiled its innovative On-Demand Decisioning solution.

On-Demand Decisioning is the industry's first solution that allows issuers to define decision standards directly on the Mastercard network, aiming to grant financial institutions unprecedented control over their transaction authorization decisions. The core of this solution lies in a fully customizable rule engine, enabling financial institutions to automate and execute their unique business logic and strategies, thereby achieving instant approvals and rejections, and significantly enhancing decision-making efficiency. On-Demand Decisioning provides financial institutions with extreme flexibility; they can choose to have Mastercard proactively respond on their behalf, or have Mastercard review and modify the financial institution's decision before passing it to the merchant.

The launch of On-Demand Decisioning significantly enhances the authorization accuracy of financial institutions, empowering them with stronger capabilities to optimize performance and ensure transaction outcomes align with their consumer experience strategies. For example, by setting guidelines such as prioritizing high-value cardholder transactions for approval, On-Demand Decisioning can effectively reduce transaction declines caused by card reissuance, leading to a more flexible and personalized approach to transaction decisions. This indirectly improves the transaction experience for merchants and consumers, resulting in smoother and more reliable transaction processes.

The testimony of Porto Bank Executive Director Nelson Aguiar further validates the value of On-Demand Decisioning. He stated that On-Demand Decisioning effectively optimized Porto Bank's authorization strategy, particularly in protecting the experience of high-value customers, without requiring implementation work and with minimal operational risk. He highly praised Mastercard's collaborative approach and agility throughout the process.

Executive Vice President of Fraud and Decision Solutions at Mastercard, Laura Quevedo, noted that security, flexibility, and reliability are the cornerstones of any digital experience, and On-Demand Decisioning is a prime example of Mastercard empowering financial institutions with greater agility, calling it a "game-changer" in the industry's decisioning landscape.

On-Demand Decisioning is scheduled for global rollout by October 1, 2025. Notably, this solution will not be available in India.

Conclusion

In summary, Mastercard is strategically positioning itself within the payments industry through its forward-looking dual strategy. On one hand, through the Mastercard Agent Pay program and a series of innovative tools, it is actively building an AI-driven Agentic Commerce infrastructure, laying the foundation for future intelligent transactions. On the other hand, through the On-Demand Decisioning solution, it is empowering financial institutions to enhance their real-time control over transaction authorization decisions, optimizing the efficiency and security of existing payment processes. This keen insight into future trends and precise fulfillment of current needs collectively solidify Mastercard's technological leadership in the global payments sector, and its commitment to building a smarter, more secure, more efficient, and trustworthy global payment ecosystem.
